Programme
The 2nd World Summit on Arts and Culture explored the theme Creating Connections: Trends in Government Support for Artistic Creativity. Speakers addressed topics including global trends, balancing objectives in cultural policy, new technologies and innovation, culture and development finding new connections to support the arts and future strategies for the sector. The programme for the 2nd World Summit was developed by the National Arts Council (NAC) and IFACCA.

Programme Participants
The 2nd World Summit included three keynote addresses:
The opening day keynote speech on Global Trends: Arts, People & Policy was delivered by Mr Ho Kwon Ping (Singapore), Chairman of the Banyan Tree Group. Mr Ho Kwon Ping, a private sector leader had successfully made creativity a core part of a successful group of companies involved in lifestyle activities in the region.
Marian Pastor Roces (Philippines), Independent Curator and Critic, President Tao Inc. Philippines delivered a keynote address focussed on issues related to art, culture and development. Ms Pastor Roces spoke about the connections between art, culture and development by investigating ‘gaps’. She posed ten gaps that, she said, are central to understanding both the intersection between art, culture and development, and the discourse that surrounds the intersection.
The closing day keynote address focussed on new connections to support the arts, delivered by Professor Margaret Wyszomirski (USA), Director, Arts Policy & Administration Programme, Ohio State University, USA. Pofessor Wyszomirski introduced her ‘Global Policy Positioning System’ (GPPS) concept and identified and discussed the implications of three major emergent cultural policy paradigms: the industrial clusters paradigm, societal sector paradigm, and the transversal policy partnerships paradigm.
