The 2nd World Summit took place from 23–26 November 2003 in Singapore, co-hosted by the International Federation of Arts Councils and Culture Agencies (IFACCA) and the National Arts Council of Singapore (NAC).

The 2nd World Summit brought together international leaders in arts and cultural policy making to address the theme Creating Connections: Trends in Government Support for Artistic Creativity and provoked debate on a range of key issues including global trends, balancing objectives in cultural policy, the importance of culture in development and future strategies for governments to support arts and culture. The Summit was attended by more than 150 delegates from 45 countries.
